• Assignment of "warehouse/ quedan receipts" issued by the storage firm or bonded warehouse
• Assignment of sub-PNs and underlying collaterals (Relending/Rediscounting)
• All other available credit enhancement instruments such as assignment of insurance claims (e.g., PCIC, CLI), cash capture mechanism thru Debt Service Reserve Account (DSRA), Credit Surety Fund, Guarantee (AGFP, PhilGuarantee) among others, as applicable
• Assignment of Leasehold Rights signed between the landowner and lessee/investors, if applicable

HVC-VC Lending Program is a Landbank facility to provide credit for high-value crop producers and for other stakeholders along the agricultural value chain. The program objectives aims to enhance credit support along the value chain of high-value crops and coconut industry to help secure the country’s food security, modernize the agricultural sector to increase productivity through the adoption of contemporary farming technology and the implementation of farm mechanization, contribute to the overall efforts of the government in generating employment and pursuing the attainment of inclusive growth in the countryside, and expand loan portfolio in agriculture sector especially among young farmers.

The following are the eligible borrowers under the program:

• Farmers’ Cooperatives and Associations (FCAs) and their Federation
• Micro, Small and Medium Enterprises (MSMEs), i.e., Sole Proprietorship, Partnership, and Corporation
• Large Agri-business Enterprises and Corporations
• Non-Governmental Organization with legal personality to borrow
• Countryside Financial Institutions (CFIs)
• Graduates of Agriculture, Agricultural and Biosystems Engineering or similar courses

• Must pass the Bank’s established Risk Asset Acceptance Criteria (RAAC) for each type of borrower. RAAC for cooperatives shall be adopted for associations
• Duly registered with the Department of Trade and Industry (DTI), Securities and Exchange Commission (SEC) or the Cooperative Development Authority (CDA)
• Must have no existing loan with LANDBANK, LANDBANK conduits and other creditors covering same project area or that such loan has already been fully paid.
• Must have an identified market for their produce, preferably through purchase orders with reliable buyers or traders
• Oil Palm: Minimum Credit Rating of “Very Satisfactory”
• Coconut
  • Titled land or covered by Lease Agreement
  • with at least 1,000 coconut trees or 3.6 hectares
