AQUA Lending Program is a LANDBANK facility designed to achieve the following objectives: provide readily available credit facilities to target program beneficiaries; expand the Bank's portfolio in the fishery sector; help increase the contribution of the fishery sector in achieving food self-sufficiency; provide credit assistance to existing and/or prospective fishing operators for acquiring fishing vessels (domestic or overseas use) to support the re-fleeting and modernization of commercial fishing vessels; and assist institutional buyers, fish processors/canning companies, and fish growers to actively participate in the development of the fishing/aquaculture industry.

The following are the eligible borrowers under the program: 

• Fishers’ Cooperatives/Associations and their Federation

• Micro, Small and Medium Enterprises (MSMEs)

• Sole Proprietorship

• Partnership

• Corporation

• Large Agri-business Entities/Corporations

• Countryside Financial Institutions

• Rural Banks

• Cooperative Banks

• Thrift Banks

• Fishery Graduates under full government scholarship or with Certificate of at least two (2) years training related to fishery production, management and technology under government endorsed training programs (foreign or local) 

• For Fishpond Operations

• Own the fishpond and

• Personally manage or oversee its operation

• For Mariculture Projects

• Certificate of Registration or

• Accreditation from either the Mariculture Park/Zone Management Council or the local BFAR office to confirm their right to use the project site

• For Seaweed Production

• With at least two (2)-year experience or have undergone technical training on seaweed farming

• With a license to operate seaweed farm

• With a farm area assessed and certified by BFAR or institutional buyer/market tie-up
